Pay and Display
Pay-and-Display is the simplest configuration to implement. The parking customer purchases a parking permit at the pay station and displays this permit on the dash of their vehicle. Enforcement is performed via visual inspection of the vehicle’s dashboard for a valid parking permit.
Pay by Space
Pay-by-Space (“PBS”) is a configuration that offers increased customer convenience. Each parking space is assigned a number. A customer does not have to return to their vehicle after purchasing parking from the pay station; they simply enter the space number, pay at the pay station, and optionally obtain a receipt for proof of purchase. This model is ideal for large areas as it allows a smaller number of pay stations than a Pay and Display configuration as customers are not required to return to their vehicle to display their receipt. Enforcement is also more convenient. An enforcement report can be generated at the pay station, a web terminal or from a mobile device. The report can tell the enforcement officer which spaces are paid, unpaid, or both. The officer only needs visually inspect those spaces occupied, but unpaid. A Pay-by-Space system can be integrated with Pay-By-Smart Phone and sensor based systems, as-well-as allow customers to extend parking time on a purchased space.
Pay by License
Pay by License (“PBL”) is a parking configuration which requires no permits to be displayed and no space designations. It offers all the convenience and benefits of PBS without the need for marked spaces. This decreases the costs involved in maintaining spaces as-well-as allowing more vehicles to park in a given area. PBL also prevents fraud associated with customers exchanging parking passes which may be possible in a Pay and Display configuration. As with Pay-By-Space, customers are not required to return to their vehicle, thus increasing their satisfaction. PBL works with enforcement systems commonly referred to as License Plate Recognition. These systems may use cameras to scan license plate numbers and verify that a vehicle is in compliance.

Pay on Foot/In Lane (“POF”) is a parking configuration which requires no permits to be displayed and no space designations. It offers all the convenience and benefits of PBS without the need for marked spaces. This decreases the costs involved in maintaining spaces as-well-as allowing more vehicles to park in a given area.
